Govt moves to give vulnerable more protection [link]

It sorta surprises me how quickly the government jumps onto this sort of thing (which I'm almost certain will never happen again now that it's happened once and the utilities would have learned their lesson, even for purely commercial interests)... I should have to read into more detail, but does there need to be a regulation for this sort of thing? Anyway, more serious issues don't seem to get as much steam or attention. How come they never spent that long or give as many announcements regarding the state of education, healthcare or the way this country is run?
